Why is My New PC Having Stutters During Gameplay?

I just built my first gaming PC and I'm really excited! Most games are running smoothly with impressive FPS. However, I've noticed some stutters while playing games like Rust and Fortnite. The stutters happen every 3 seconds and coincide with spikes in both CPU and GPU usage. It's strange because I can still get over 400 FPS in Fortnite. I'm also hearing a buzzing noise from my PSU that stops every time the stutters occur. Can anyone help me figure out what's causing this?
