Why is my new PC taking so long to boot and have strange issues?

I recently built my first PC and everything seemed to go smoothly during assembly. However, I'm encountering several frustrating issues with boot times. Upon pressing the power button, the fans and RGB lights turn on, but the white front panel LEDs don't light up. The fans initially spin loudly and quickly, then settle down after about 30 to 60 seconds. At this point, the monitor receives a signal, but sometimes it skips the BIOS prompt and goes directly to Windows. The LED that indicates motherboard status flashes several times (I counted 15 flashes) before anything appears on screen. Once in Windows, everything functions normally except my keyboard occasionally disconnects and reconnects at random. I've tried default settings, disabling fast boot, and updating the BIOS, and I'm confident all cables are secure. I'm using a Ryzen 7500F processor, which I heard may cause long POST times, but the inconsistency and occasional skipping of the BIOS prompt make me worried that something may be wrong. Additionally, when powered down, my keyboard stays lit and the Ethernet port lights keep flashing until I disconnect the power cord. Any advice on this would be appreciated!
