Why is my newly built PC shutting down and not turning on?

I'm having a serious issue with my newly built PC. While I was downloading a game and casually watching YouTube, it suddenly shut down and now it won't boot up properly. Here's what happens when I try to turn it on: the GPU red light goes off, the fans spin briefly and light up, but then the whole system just shuts down again, only for the GPU light to turn back on. This cycle repeats every time I power it on. I've already tried clearing the CMOS by removing the battery for over 15 minutes, and I reset the BIOS to default since I don't have any overclocking now. I've checked the basic power connections and the system was running fine earlier the same day. I did notice that the CPU temperatures spiked briefly to around 80°C, but they were not at dangerous levels. Although I previously enabled Precision Boost Overdrive, everything's reset to default now.

Here are my specs:
- CPU: Ryzen 7800x3D (new)
- Motherboard: Gigabyte B650 Eagle AX (new)
- GPU: RTX 5070 (white OC) (new)
- PSU: be quiet! 850W Gold (used, unsure of its condition)
- Cooler: Thermalright FW PRO 360 AIO (new)
- Case: DeepCool CG530

Do you think the PSU might be failing since it's used? Could there be any damage to the CPU or motherboard, or is this just power protection kicking in?

I'm thinking it's related to the PSU issue too. If it's old and used, it might not be providing enough power. Have you tried checking all your connections thoroughly? Sometimes a loose cable can cause these types of shutdowns.

It sounds like the PSU could be the culprit, especially since it’s a used one. The CPU temps weren't dangerously high, but they could use a repaste and a bit more airflow just to be safe. Do you have access to another PSU to test out? It might help narrow down the issue.
