My computer has this annoying issue where it's really loud for the first few seconds when I turn it on, mainly due to the fans. They seem to maintain a higher RPM (around 35-40%) and I'm not using any from Be Quiet. I've heard this is a normal startup check, but is there any way to disable this loud fan noise without having to take the fans out? I just want better airflow from the bottom without that start-up racket.

That startup noise is basically just your fans confirming they can spin up—starting them up requires more power initially. If they’re running at 35-40%, it’s likely they wouldn’t start spinning otherwise. Your best bet here is to either invest in quieter fans or possibly use sleep mode instead of a full shutdown.
Most PCs ramp the fans to 100% at startup to ensure everything kicks in properly. If the noise really bothers you, replacing the fans with quieter models is the way to go. I’ve had Noctua fans and they’re practically silent during boot beats my old fans any day.
Unfortunately, you can’t skip the Power On Self Test (POST), but you might be able to speed it up with a fast boot option. Your system needs to make sure it can cool itself properly during startup, so that loud fan noise is pretty standard.
