Why is my PC stuttering in games it should handle?

I'm experiencing a frustrating issue where my PC lurches during gameplay, even in games I believe it should be able to run smoothly. Here are my specs: a 2070 Super GPU, a 5800 XT CPU, and 32 GB of DDR4 RAM. I've adjusted the graphics settings higher to make the problem more noticeable, but the stuttering still happens even at low settings across all games. This issue has persisted for several months, and I've been gradually upgrading parts I thought might be the cause. The RAM and CPU are fairly new, but the GPU is older and was purchased second-hand. I'm starting to worry that the GPU might be failing. I'm not very tech-savvy, so I'm not sure what else I can do or if I should just save up for a new graphics card. Any advice would be greatly appreciated! If you need more information, I'll gladly provide it.

EDIT: I ran the 3DMark Steel Nomad test and got a score of 1654, which seems low for a 2070 Super.

Have you tried running the game in windowed mode? Sometimes that can help with stuttering issues. It might also be a good idea to check your GPU temperatures during gameplay to see if overheating is causing the problem. If you find it's still stuttering regardless, there could be a deeper issue with the GPU, especially since it's second-hand.

I did try both borderless windowed and windowed, and unfortunately, it still stutters.
