Why is my Ryzen 5 5600X PC so slow compared to my old laptop?

Hey everyone! I'm really frustrated because my main gaming PC, which has far better hardware, is running incredibly slow—like, taking as long as 3 minutes just to open simple programs such as Paint. This is in stark contrast to my older laptop, which handles these tasks instantly. To give you some perspective:

The main PC specs are an AMD Ryzen 5 5600X CPU, NVIDIA GeForce RTX 3070 Ti GPU, 32 GB of RAM, and Windows 10/11 with a 2.29 TB drive that's 227 GB used. On the other hand, my older laptop has an Intel i7-7700HQ CPU, GTX 1050 graphics, 16 GB of RAM, and a combination of SSD and HDD storage.

I've checked temperatures while monitoring, and everything seems normal. All drivers are updated, and I've done malware scans that came up clean. I've also looked at Task Manager, and there aren't any odd spikes in CPU, RAM, or disk usage when the system is idle.

Could anyone help me understand why my faster PC is being so sluggish compared to my old laptop?

I have the same CPU, and my PC boots in about 11 seconds! If your OS isn’t on an SSD, consider installing it there, as it can drastically improve boot time and overall responsiveness. Also, try doing a clean Windows install if your PC is getting old. Sometimes, bloated installations can make your system super sluggish.

Another thing to check is the Event Viewer for any errors that might indicate what's slowing your system down. Also, have you tried disabling XMP? That could potentially fix the issue.
