Why Is My Ryzen 9 5900X and RX 5700 XT Underperforming?

Hey folks! I recently put together a build featuring a Ryzen 9 5900X and an RX 5700 XT paired with 32GB of RAM and an MSI B550 Gaming Edge WiFi motherboard. However, I'm noticing that my system isn't performing as expected. My power supply is a Thermaltake 500W, and despite having all the latest drivers installed, my CPU and GPU are only hitting about 15% usage. Because of this, my games are struggling to reach 30 FPS. Any advice would be greatly appreciated!

First off, how long have you had this build? Did it start acting up right away, or is it a new issue?

I recently bought it used.

I’d suggest checking your GPU usage while you're gaming. It shouldn’t be that low, especially with your setup. Also, monitor your CPU temps; they should be stable, ideally under 80°C during gameplay. What game are you playing, and what are your graphics settings?

My GPU usage is about 5%. My CPU hits between 60 and 100%. For games, I’m playing Spiderman Remastered on a 1080p monitor with graphics set to very low.
