Why is my Ryzen CPU running so hot with a 360mm AIO cooler?

I've got a Ryzen 5 7600X paired with a Thermalright Frozen Notte 360 AIO cooler. The issue is my temps seem way too high: it idles around 45-50 degrees Celsius and rockets up to 97 degrees under load. I suspect my thermal paste, which is a cheap 1.9W/m-k type, could be part of the problem, and I plan to replace it soon. What's troubling me is that even when the CPU is under load, the radiator still feels cold, although I can feel some slight vibrations in the pipes and the pump appears to be running at full speed according to BIOS. Is this typical for this setup? Any help would be appreciated!

First things first, did you make sure to remove the protective plastic from the AIO water block? That’s a common oversight. Also, when you applied the thermal paste, it’s crucial to cover the entire CPU, especially with AM5 CPUs—just a dot in the middle won't cut it since their size requires spreading.

Yes, I did remove the plastic cover and smoothed the thermal paste out to cover the entire chip. The AIO pump is also set to run at 100% always.
