Why is my Windows USB download stuck at 0% at the cafe?

I'm currently trying to factory reset my laptop using a USB drive, but I'm at an internet cafe without access to another computer. I've been downloading Windows for about 30 minutes, and it's still at 0%. My internet speed is pretty good, so I wonder if the cafe has some sort of download blocking program in place. If anyone has any advice on how to handle this, I would really appreciate it! Thanks!

Restarting the download might help, and if that doesn't work, consider trying another connection. Sometimes connected networks have restrictions that can slow things down significantly.
