I'm currently trying to factory reset my laptop using a USB drive, but I'm at an internet cafe without access to another computer. I've been downloading Windows for about 30 minutes, and it's still at 0%. My internet speed is pretty good, so I wonder if the cafe has some sort of download blocking program in place. If anyone has any advice on how to handle this, I would really appreciate it! Thanks!

Restarting the download might help, and if that doesn't work, consider trying another connection. Sometimes connected networks have restrictions that can slow things down significantly.
It's common for internet cafes to block large downloads to save bandwidth. You might want to check with the staff to see if that's the case. Alternatively, look for a local PC repair shop; they often help people create Windows USB drives for little or no cost.
