Why is Windows 11 constantly using 20% CPU in the background?

I've noticed that Windows 11 consistently uses around 20% of CPU power for various background processes, and it's really bothering me. My CPU isn't the latest model, but that doesn't seem to be the issue since many of my friends and my brother, who has top-of-the-line hardware, are experiencing the same thing. It seems like a problem specific to Windows 11. Even when I close typical tasks like Discord or Steam, it cycles through and continues to use CPU resources on other random processes that are open. I was thinking of upgrading my CPU and GPU, but I don't want to do that right now. What could be causing this constant CPU usage?

Check the details in the Task Manager to see which processes are using the CPU the most. It might help pinpoint what's going on.
