I was troubleshooting my friend's gaming PC, which has an RTX 3090 with 24GB and an Intel i5-12600K. He was experiencing low performance while playing Fortnite. When I tested it at 4K with directX 12 and no ray tracing, it only hit 60 FPS. Strangely, when I switched the resolution to 1440p, the frame rate stayed the same. I'm curious if this is an issue with Fortnite or possibly related to drivers. It was puzzling to see no extra performance gains at the lower resolution, especially since there was no frame limit set. Should my friend consider upgrading his CPU or GPU for better performance?

It sounds like there might be some kinda frame cap in play. Make sure to check if there’s anything like VSync or an FPS limit activated; those could keep you stuck at 60 FPS. Also, look into the Nvidia control panel settings for anything that could be affecting your performance.

Yeah, I made sure to turn off VSync, and we kept an eye on the in-game frame tracker too. Still stuck at 60 FPS.
