I just added a second SSD to my computer, but I'm having trouble finding it in my folders or in Steam storage. I've checked disk management, and it says the SSD isn't allocated. I plan to install Linux on this SSD for dual booting with Windows, but I want to confirm that the SSD is functioning correctly before I start setting up another operating system. What can I do to fix this issue?

If you leave the SSD unallocated, you won't be able to use it for Windows. If your plan is to install Linux on it, you can handle the partitioning during the Linux installation process instead.
You have to format and allocate your SSD before it'll show up like a regular drive. Windows needs to know how to read the data on that SSD, so if it's not formatted, it won't be usable.
You need to assign a partition letter to your new SSD, like D or E, depending on what letters are already in use on your system. Without a partition letter, Windows won't recognize it properly.
