Why won’t my newly built PC boot up?

I just finished building my PC and it's not booting. I'm using a B550 Gaming X V2 motherboard and a Ryzen 5 5600X processor. The GPU LEDs and fans are lighting up, but after a few seconds of starting, they turn off and then come back on without any progress. What should I do?

Sometimes the first boot can take a bit longer, so you might want to let it sit for about 15 minutes. If it still doesn't boot after that, try reseating the RAM and double-check all your cables. Pay special attention to the power cables for the GPU, CPU, and the main 24-pin power cable.
