Why won’t my PC boot after upgrading to an AMD RX 9070 XT and new PSU?

Hey folks! I recently upgraded my PC with a new AMD RX 9070 XT GPU, moving on from an RTX 3080. While I was at it, I also swapped out my old PSU (an XPG Core Reactor I 750W) for a new Core Reactor II 850W. However, after installing both the new GPU and PSU, my PC won't boot. It powers on for a few seconds, then shuts off intermittently, sometimes turning back on by itself. I'm connecting the PSU to the GPU using the 12VHPWR cable provided. I've reset the CMOS already, but it hasn't made a difference. My motherboard has a debug LED, and the VGA light is on, indicating there's an issue with the GPU. I'm wondering if there might be some kind of incompatibility or if I'm missing something. Here are my specs: Intel 11900K, Gigabyte Z590 Gaming X, 4 x 8GB Asgard RAM, RX 9070 XT Sapphire Nitro+, and XPG Core Reactor II 850W.

Have you tried booting with your old GPU? That might help identify if the new GPU is the issue.

Yes, it boots fine with the old GPU!

It sounds like your GPU might not be seated properly. Try booting without the GPU installed and use the HDMI on your motherboard since your 11900K has integrated graphics. If it boots normally that way, then it could be the new GPU or the 12VHPWR connection.

Yeah, it boots up fine that way. I'll see if I can swap out the 12VHPWR cable for the adapter that came with the GPU.
