Why Won’t Steam Start on a Fresh Windows 11 Install?

I'm having a frustrating issue where Steam refuses to launch on my freshly installed Windows 11 Pro. The only thing I see in Task Manager is Steam.exe, but there's no WebHelper or GUI showing up, and it behaves the same even in offline mode. Here's what I've already tried:
- Multiple reinstalls of Steam (always as Admin)
- Disabling the firewall and uninstalling my antivirus
- Installing .NET versions 3.5 and 4.8 along with Visual C++ Redistributables
- Updating WebView2 and Microsoft Edge
- Fresh installation of NVIDIA drivers
- Logging in with different user accounts

To give some context, my setup is a desktop PC running Windows 11 Pro with an NVIDIA GPU, and there are no leftover Steam files. I'm really perplexed about what could be causing this issue, especially in such a clean system. Any suggestions or diagnostic tips would be greatly appreciated, particularly if there are any uncommon settings I should check out. Thanks!

Have you tried removing all non-essential USB devices? Sometimes peripheral conflicts can cause issues with launching programs like Steam. Just disconnect everything but your keyboard and mouse and see if that helps.
