I'm considering getting a Ryzen 7 7800X paired with an RTX 5070 for gaming, mainly Rainbow Six Siege. I've read that high-end GPUs might bottleneck at 1080p, so they suggest playing at 1440p or higher. I'm used to 1080p on low settings because playing on high or ultra feels off to me. Are these overkill GPUs actually a bad choice for 1080p gameplay? Is the bottleneck noticeable?

Honestly, you shouldn't stress too much about bottlenecks. With this setup, you're looking at amazing performance, probably hitting over 500 fps in your games. Keep in mind, every PC has some kind of bottleneck, but that just means your system is balanced enough to handle multitasking without crashing your frame rates.
