I'm planning to upgrade my GPU and do a clean installation of the operating system afterward. I have my Steam library stored on an external drive, so I'm wondering if there's a way to avoid losing access to it during the process.

Don't worry! Your Steam library is tied to your account, so you won't lose your games, but you'll need to reinstall them after the OS upgrade.
You can simply direct Steam to the location of your games after the reinstall, or back them up to a different drive first. I keep all my games on separate drives from my OS, so after reinstalling Windows, I just point Steam to those drives. It saves a ton of time!
Your external drive will remain safe during a clean install of Windows. Just make sure to reattach it afterward, and Steam should recognize it again without any issues.
