I'm planning to build a system with a 6800XT graphics card paired with a 9900X3D CPU. I'm wondering if this combination will result in a bad bottleneck, or if it's something I shouldn't worry about at all. Should I consider upgrading either component in the future?

Bottlenecks are often overhyped! Generally, they don't matter as much as people think. Unless you're building a super high-end rig without a plan for upgrades, chances are you won't overspend on parts that won't be fully utilized.
If you're focused on gaming, I'd definitely suggest the 9800X3D. It usually costs only a little more and can give you much better gaming performance with its core configuration. But if you're on AM5, you shouldn't stress too much about bottlenecking unless you're going for extremely high specs in the future.
