I recently built my first PC and currently have no GPU. I'm planning to get a 9070 GPU, and while I think it should fit lengthwise in my case, I have a tower cooler (Cooler Master Hyper 212 Spectrum v3). Is there a way to verify if it will fit properly? Here are my current specs: Ryzen 5 7600, 32 GB RAM, Ant Esport Air 211 case, Cooler Master Gold v2 750W power supply, and an MSI b650m Gaming WiFi motherboard.

Honestly, I haven't come across tower coolers interfering with GPU installations before. I don't think you need to worry about that at all!
You shouldn’t have any problems using a 12cm fan cooler. If you had a 14cm fan, there might be some clearance issues if you used the top PCIe slot, but since your main PCIe x16 is in the second slot, you're good to go. Also, I recommend checking out Noctua's compatibility center for more information on cooler dimensions and compatibility.
It's quite likely that it will fit! Tower coolers are generally designed to avoid blocking the top PCIe slot.
