Will paying for Google storage free up space on my phone for photos and emails?

I've been struggling with my phone being full for quite some time now, to the point where I can't take any photos or videos and I'm also unable to receive emails. I'm considering paying for extra storage through Google, but I'm worried that even if I do, my phone might still say there's no space available. Can someone explain if purchasing this storage will actually let me use my camera and receive emails again? Please simplify your explanation for me!
