I've got a build with a Ryzen 5 7600X, using a Deepcool LS720 cooler and an ASUS BM650 WiFi motherboard. From the moment I boot up, my AIO fans start making this annoying breathing noise, even when the system is idle at 30-40°C according to BIOS and CoreTemp.
I recently had to replace a faulty fan on my AIO (same model), cleaned the radiator, reapplied thermal paste, and plugged everything back in as it was. I'm not sure if the breathing noise started before the fan replacement or if it was just the original noisy fan. I initially thought my modded Minecraft server running nearly 24/7 might be the cause, but the noise continues even with the server off for a day. Any suggestions on fixing the fan speed fluctuations?

Have you tried adjusting the fan curve in your BIOS? This can stop the fans from ramping up until the CPU gets hotter. Also, try increasing the fan smoothing time to give it a delay before they change speed—this can help reduce those rapid fluctuations during short bursts of CPU usage.
I did adjust the fan curve, but it still breathes. I have the smoothing time set to level 5 already.
