Why Are My Games Stuttering Even With High GPU Usage?

I've been playing games like Cyberpunk and noticed some performance issues. My GPU usage often hits 100%, yet I'm experiencing stuttering even when my game averages around 60 FPS. Sometimes I play with a 60 FPS cap, but I only get around 50 FPS at the 99th percentile, which feels choppy. I do have a second monitor where I run YouTube videos, but that shouldn't impact performance since my GPU is still at about 40% usage and my CPU is around 30%. I'm using an RX 7900 GRE with a Ryzen 7800X3D. If anyone has suggestions to fix this, I'd really appreciate it!

What resolution are you playing at? Are your game settings optimized? Also, do you experience these issues in other games as well?

I'm playing at 1080p with maxed settings but no ray tracing, and yes, this happens in all my games.

Are you using ray tracing in your games? The RX 7000 series doesn't handle ray tracing very well, which could be causing the stuttering if it's enabled.

Check if you have hardware acceleration enabled in your browser settings. That could take up GPU resources and affect gameplay if it's on.
