Hey everyone, I'm running a sandboxed network where none of my Windows clients are receiving the monthly cumulative updates (CUs), and this issue has been persisting for several months now. All the clients are on Windows 21H2 with LTSC licenses, and while they do pull patches for Office, .NET, and malware updates without any issues, the main cumulative updates are just not coming through. On the other hand, the Windows servers are patching just fine.
I haven't made any changes to Group Policy, and I've even set up a brand new WSUS server that only includes the July patches. I can see the missing patches in WSUS and have even manually downloaded and applied them, confirming that WSUS is functioning correctly and that the clients actually need the updates. I'm really stuck on this one. My only thought left is to try re-licensing one of the clients, but I'm running out of ideas here.

Yeah, just to jump in here, the July CU for 21H2 isn't a thing since that version is officially out of support. You might want to consider updating your clients to a supported version if you're looking for the latest patches.
Could you clarify if you're asking about why they're not getting the July cumulative update for Windows 21H2 or if this is about the transition to 24H2? Just a heads up, there isn't a July CU for 21H2, as that version is no longer supported.
