How Can I Transfer an Orphaned Azure Subscription Without Owner Access?

I'm trying to transfer an orphaned Azure subscription to my client, but the original owner is unreachable and no one else has Owner access. My client is currently a Reader and I'm just a Guest, so we can't submit a support request since my client doesn't have the necessary permissions. Every support option Microsoft suggests requires access that we don't have, which leaves us stuck. We've called Azure support multiple times but got disconnected, and we've tried all avenues in the portal without success. I want to know if there's any way we can escalate this issue or initiate an ownership transfer outside the portal. We can provide proof of business ownership and payment history once we reach support.

Do you happen to have a Global Admin user at your tenant? If you check the tenant properties in the Azure portal, there's an option that allows a user to manage access to all Azure subscriptions. If that’s available, you could potentially regain access.

Yes! Enabling that option gives *User Access Administrator* rights at the root level, which would let you assign yourself Owner role for any subscription.
