How can I permanently remove a process that tries to start on boot?

I'm having a problem with a process that tries to launch every time I start my PC, but it never actually works. The process is related to Steam, but it's a separate entity from the main Steam application and doesn't affect it at all. I can't simply delete it through File Explorer, so I wanted to see if anyone has suggestions on how to force delete this process, perhaps using PowerShell. Any help would be appreciated!

It's actually Steam trying to start up, and the executable is found in the Windows Apps under my user. I've had this issue even before I installed the main Steam application.
