Why is my Ryzen 5950X stuck under 4 GHz?

After upgrading my CPU from a Ryzen 5700X to a Ryzen 5950X, I'm experiencing a frustrating issue. In multithreaded tasks, my new processor isn't exceeding 4 GHz, which doesn't make sense since I haven't changed any BIOS settings. I've also noticed that in Cinebench r23, I'm seeing only a 3,000 point difference in multithreading performance, and it's not positive. I'm puzzled and need help figuring out what's going wrong. Here's my setup:
1) Motherboard: MSI MAG X570S TORPEDO MAX
2) Power Supply: DEEPCOOL DQ 850 (80 GOLD)
3) RAM: 4x16 Kingston Fury (16-18-18)
4) Cooling: Arctic Liquid Freezer III 360 Pro
5) Case: Montech King 95 pro

You might want to enable Precision Boost Overdrive (PBO) in your BIOS, especially if you're running multi-threaded tests. Remember, CPUs don’t always hit their peak clock speeds in every scenario. Also, check your temps during load; they can impact performance too.

Even though your temperatures are below 60°C, some games or applications might not fully utilize the CPU’s capabilities. Consider running benchmarks to see if it’s a specific software issue or something with your setup overall.
