Before choosing, check your motherboard's BIOS support and your power supply requirements. Also compare the total cost of the 5500X3D with other available AM4 processors; the 5800X3D price in Canadian dollars is unusually high, so it may not be the sensible option unless you find a much better deal.
If you have enough budget for a genuinely stronger graphics card, upgrade the GPU first. It will usually make the biggest difference at higher resolutions and settings. A CPU upgrade can come afterward, but the exact recommendation also depends on your motherboard, power supply, resolution, refresh rate, and the games you play.
For gaming, the answer depends on what graphics card you could realistically afford. If the upgrade would only be to a modest GPU, the 5500X3D is probably the better-value move and should give your RX 5700 XT more CPU headroom. Paying over $500 CAD for a 5800X3D would be hard to justify, especially when cheaper X3D options exist.
