I just finished building a new PC with a Gigabyte 5070 and a 7800x3d on an MSI B650 Gaming Plus WiFi motherboard. I'm using a be quiet Pure Power 12M 750W PSU. The first boot went fine; the CPU, RAM, and NVMe all seem to be working. However, none of the fans—including the case fans, CPU cooler fans, and GPU fans—are spinning. If I try to connect my monitor to the GPU, I get no video output, but the motherboard's integrated GPU works fine. The light on the GPU does turn on, but that's about it. Could this indicate a faulty motherboard or another issue?

If your PC runs fine using the integrated GPU, you might want to try installing Windows with it and check if your GPU shows up in Device Manager. If it doesn’t, the GPU could be faulty, not the motherboard. You could also try using a different PCIe slot for the GPU; it might be slower, but it should power on at least.

But what about the fans? They aren’t spinning at all, even when I set them to full speed in BIOS. I tried your advice, and the GPU wasn't recognized.
