While I'm a fan of frameworks like Next.js, React, Svelte, etc., I find they often bring unnecessary JavaScript for a small app, leading me to consider alternatives. I'm exploring options like Qwik and HTMX, but I'm hit with concerns regarding new teammate onboarding and build pipeline complexities. I'm also curious about how to efficiently handle minification, components, and critical CSS. I want to minimize JavaScript and return to a simpler workflow, but I'm afraid I might be overlooking some solutions, so I'd appreciate any advice on this.

You really might be overthinking this. For basic authentication and form handling, PHP is a solid choice. No complex build steps and it performs well. You can stick with native CSS and JS imports, too. If you want a bit more functionality without overcomplicating things, Laravel could be a nice option for you.
It's tempting, especially with the lack of boilerplate. I think many overlook how efficient PHP can be for straightforward projects!

I totally get that. I miss the simplicity of PHP too! Just a git pull to deploy has given me the fastest sites I've worked on.
