I've been dealing with an annoying noise that I initially thought was coming from my GPU, but after removing it, I discovered the sound is actually coming from my M.2 SSD. The whining only happens when the SSD isn't being used, and it completely stops when I start downloading something or using it. It's worth noting that this sound doesn't occur in the BIOS. It sounds like what you're hearing could be related to electrical interference, even though SSDs don’t have moving parts. Sometimes, the power delivery to these drives can produce a whine.
