Yes, the RX 7900 XTX is definitely capable of running 4K games! I used one daily for over a year, and it performed really well. You should be good to go with that GPU!
If you're looking to save some cash, consider swapping for a cheaper CPU like the Ryzen 5 9600X and getting a better GPU like the RX 7900 XT instead. The motherboard and RAM are solid, but I'd suggest upgrading the PSU since the MSI MAG can be a bit noisy. An AIO cooler is nice but not necessary unless you really want it for the 9600X.
