I'm trying to find a smart plug that can be accessed through its local IP address using a web browser. I run multiple media and file servers at home with 8TB external hard drives attached, and sometimes those drives throw a 500-internal server error that requires a power cycle. This can leave my media inaccessible until I return home, which might take several days. I'm looking for a solution that allows me to control the power to these external drives remotely from any computer on my local network. Ideally, I'd prefer a network-controlled power outlet that has a web interface rather than a phone app for controlling it.

Have you considered using a smart socket with something like the Tuya app? These plugs can switch on/off even when your PC is off. They're great for controlling various devices at home. However, they usually rely on a phone app, which you seem to want to avoid. Still, they're helpful if you don’t mind a little app involvement.
Be careful about putting IoT devices on the internet with a public IP. I suggest looking into Home Assistant with a supported smart plug, like Zigbee plugs or Sonoff/Shelly. Running Home Assistant can enhance security, especially if you get a baby casa subscription for secure remote access. Just a thought!
You might want to check out the Shelly Smart Plug. It supports both local and cloud access, but you'll need to activate the cloud feature. It has a ton of integrations too! Just make sure you set it up correctly for local access first.
