Is this discolored spot on my new Ryzen 9 9950X3D normal?

I recently bought an AMD Ryzen 9 9950X3D (OEM version) and noticed a strange discolored spot on the pins when I inspected it. Given that it's supposed to be new, I'm worried about whether this is normal or if I've received a defective unit. Here's a link to the image: https://imgur.com/a/Qzvkqso. Nope, that ain’t right. A new chip shouldn't have any discoloration. It sounds like it might have been sold to you after someone else messed it up, probably from a faulty motherboard or something.
