I've been a bit behind on the October updates for my Windows Server 2016 machines. I attempted to apply the updates, but KB5070882 keeps failing and rolling back. I discovered this patch is aimed at WSUS, which I'm not using. I'm curious about why my servers are trying to install this patch if it's not relevant to my setup, and what could be causing the failures on multiple systems.

If you've got fewer than 200 servers, consider switching to Action1 for your updates. It's free and works better than WSUS, plus you’ll have more control over your patching schedule. Just a thought if you're looking for a more reliable solution.
Even if you're not using WSUS, Windows tries to apply all relevant updates by default because WSUS is a built-in Windows feature. That might explain why KB5070882 keeps popping up for you. However, if it's rolling back, there could be a few other issues at play.
It's possible that you're missing the latest Servicing Stack Update. These are required to apply certain patches successfully. I’d check to see if you've got the most recent one installed, as it can make a big difference in whether updates will apply or fail.
