I'm looking to purchase either a Ryzen 7 7800x3d or a 9800x3d and need some advice on motherboards. Specifically, I'm deciding between the Ashrock B650 HDV and the Asus TUF B650m-E, both of which come with Wi-Fi. I'd like to know which one would help me get the most performance without overclocking.

I'd suggest going with the Asus because I've heard the Asrock has had some issues with the 9000 series CPUs. Not sure if they’ve been fixed, though. It’s usually better to play it safe, especially if you’re not planning to overclock.
I think you might want to skip both and check out the Gigabyte B850 Eagle instead. It supports Wi-Fi 6E or even Wi-Fi 7, which could future-proof your build a bit more.
I appreciate the suggestion, but I’m trying to stick to my budget and just pick between the two I mentioned.

That makes sense. I just want something reliable without breaking the bank!
