Why is my RTX 3080 performing poorly despite high utilization?

I've got an RTX 3080 10GB from Dell's OEM line, paired with an AMD 5800X3D CPU, 32GB of G.Skill 3200 RAM, a GA-AB350-Gaming-3 motherboard, and a Seasonic 650W 80+ Gold PSU. Recently, I've been experiencing drastic performance throttling—around 20% of what I expect. In benchmarks like Unigine Heaven 4.0, I normally achieve over 100 fps on Ultra settings, but now I'm only getting 15-25 fps. Even in games like the Master Chief Collection (Halo 3), my frame rates are dropping to between 80-110 fps.

What confuses me is that my GPU shows 90-100% utilization while maintaining a temperature of about 45°C with quiet fans. This performance drop happened suddenly, and I haven't changed any hardware configurations, which makes me wonder if it's a software or hardware issue.

I've already tried a bunch of troubleshooting steps: using DisplayPort from the GPU, rolling back and updating Nvidia drivers, uninstalling MSI Afterburner to see if it's causing any conflicts, and updating my AMD chipset drivers and motherboard BIOS.

I just want to know if anyone has tips on what could be causing this issue or what else I could try.

By the way, I solved the issue after another restart. I suspect there was some lingering setting from Afterburner since my performance went back to normal, getting 700+ fps in MCC again!
