I want to know how much I can lower the frequency and how high I can go with the CAS latency without experiencing a significant drop in gaming performance. Should I prioritize a higher speed with slightly higher latency, or should I go for lower frequency with lower latency? Any recommendations would be greatly appreciated!

Honestly, whether you go for 6400MHz CL34 or 6000MHz CL30, it shouldn’t matter much in gaming. Just be cautious with those timings.
I'd say stick with 6000MHz. Whether it’s CL30 or CL38, it won’t impact performance much on an X3D chip. You'll be fine going either way.
From my experience, moving from 6000MHz to 8000MHz didn't make much difference gaming-wise. I’m using 8000MHz with G.Skill RAM, and I suggest sticking around 7200MHz to 7600MHz, especially since RAM prices are all over the place right now.
From what I’ve seen, CL30 at 6000MHz is ideal. Just a small dip to CL36 will be fine. Avoid going down to 5200MHz CL40 as that could mean an 8-15% performance drop, but this is less critical with X3D chips.
