I've got a PC I built back in 2016 with some pretty decent components for its time: an Intel i7-6700, GTX 1080, 32 GB DDR4 RAM, an ASUS Z170 motherboard, and an EVGA 850w power supply. I've been managing fine until now, but I've recently hit a snag with the game Europa Universalis V. It's struggling to run on low settings at 1080p, and it's making me wonder if I should upgrade just the motherboard and CPU to fix this or if it's better to invest in a whole new setup after so many years. It's tough to justify spending $1500 on a new machine just for a map game, but I'm pretty hooked on it. Any advice on how to proceed?

Honestly, I would lean towards selling your old setup and getting something new. Your PC has served its time well, and reliability could start being a concern. You can get a solid modern system without going up to $1,500—something around $1,000 should do the trick.
