Trouble with Microstutters and FPS Drops on My Gaming PC

Hey all! I'm having a really frustrating issue with my gaming setup and could use some advice. Here's what I'm working with: an Intel i5-11400F CPU, a 6750XT GPU, 16GB of DDR4 3200MHz RAM in dual-channel, a 1TB NVMe SSD, and an 850W power supply. The temperatures are perfectly fine—my CPU stays below 50°C under load, and the GPU ranges from 60-70°C.

However, I'm experiencing constant microstutters and fluctuating FPS in many games, which is really annoying. For instance, in Valorant, I'm seeing FPS of 144, but the percentile swings are all over the place between 80-90 and 120-130. When I cap it at 90 FPS, the percentile drops to 60-90, and at 60 FPS cap, it swings between 30-60. Basically, my FPS is all over the place even when everything else seems okay.

I've already updated all my drivers (GPU, chipset, BIOS), changed my GPU, PSU, and RAM, but the CPU, motherboard, and SSD remain unchanged. Some folks suggest it might be a CPU bottleneck, but my girlfriend's laptop with an i5-11400H doesn't have these problems. Any thoughts on whether the motherboard or SSD might be the culprits, or do you think it could be something else? I'm really at a loss here and would appreciate any help!
