Why is my PC capping internet speeds at 100Mb/s download?

I've noticed that my PC is limiting its download speed to 100Mb/s and upload speed to 10Mb/s for some reason. This issue seems to come and go, but lately, it hasn't fixed itself. I've already tried updating my Ethernet drivers and adjusting the speed and duplex settings, but nothing seems to work. I'm wondering if anyone has any insights or solutions to this problem.

How are you determining your internet speeds? Are these figures based on specific activities or tests? It might also help to know if this has been a consistent issue or if it just started. And don’t forget the difference between bits (b) and Bytes (B)!

I know the difference; that’s why I mentioned bits! This issue is pretty new for me, and I think it coincides with another problem: when I turn on my PC, it sometimes doesn't detect the DHCP server, and I have to restart my network adapter to get connected. Normally, my speeds are around 500Mb/s down and 120Mb/s up!
