I've been struggling with my gaming PC for about a month now. It has a 5070 Ti, an 850-watt power supply, 32GB of RAM, and an AMD Ryzen 95900X processor, but I'm only getting about 40-50 FPS in games with tons of stuttering, and even the menus feel sluggish. Nothing seems to be overheating, and I often have to restart my PC multiple times to get it to run decently, but once I turn it off and back on, the performance drops again. I've encountered this twice, once with a 3080 and again with a 5070 Ti. Open the Nvidia app and check your voltage settings; if it's set to the minimum, it will severely affect performance. Make sure both sliders are maxed out on the app. It’s not the display settings, but the optimization tool you get with the drivers.
First things first, make sure your monitor is actually plugged into the GPU instead of the motherboard. A common mistake that could save you a lot of headaches!
