If you're open to buying used parts, you could probably build a decent setup for around $600. Aim for a system with a 12th or 13th gen Intel processor or something like the Ryzen 5 Zen 3. For the graphics card, something equivalent to a 3070 would be ideal. For example, I found a 12400F build with 32GB of RAM and a 1660 Super going for about $350; you could resell the 1660 for $50-100 and then grab a better GPU like a 6800 or 3080 for around $300. If you're looking at new parts, expect to spend at least $700-800, especially if you go for a refurbished graphics card.
I built my PC with a Ryzen 5 5600 and an RX 6600 for about $600, and it's been great for 1440p gaming for a few years now! It's a solid choice if you're aiming for that budget.
