I've got 32 GB of DDR4 RAM running at 2400 MHz, and I've noticed that about 22 GB of it is cached. My task manager shows nothing running, so I'm wondering if having this much cached is normal, or if it's affecting my performance in any way. Is there anything specific I should be concerned about?

Yeah, that’s totally normal! It’s been a thing since at least Windows 10. Windows just uses your extra RAM for caching to speed things up. Don’t sweat it!
That’s quite a bit of cached RAM you’ve got there! Generally, it's okay, but it’s worth checking if any specific programs are using a lot of it, like launchers or browsers. Running a malware scan is also a good idea, just to be safe.
Unused RAM is like wasted RAM! Windows does this to make use of available resources, and it usually helps with performance. Your system will release cached RAM if it needs it for running programs, so you're in the clear.
