I'm really confused about what's happened to my videos. I had a ton of them backed up for years, but now I only see eight videos. My iCloud storage usage went from 100GB to just 43GB. Is there anything I can do to recover those missing videos? I never intended to delete them, and I've already emptied my Recently Deleted folder thinking I was just freeing up some space.

Just a heads up, iCloud Photos is more of a syncing service than a traditional backup system. You had a 30-day window to recover stuff from the Recently Deleted folder, but once you clear that out, you're out of luck unless you had backups saved elsewhere. So, it sounds like those videos may be gone for good unless you have them saved on another device or cloud service.
Sometimes Apple can help recover data from iCloud under special conditions, especially if the videos were deleted recently. If you’re really out of options and don’t have the videos saved anywhere else, contacting Apple support could be worth a shot.
