Why can’t I make in-app purchases on my iPad?

I'm having trouble with in-app purchases on my iPad. Whenever I try to buy in-game currency, I get a message saying, "This in-app purchase has already been bought and will be restored for free." Does anyone know why this is happening and how to fix it?
