Can I set my PC to automatically power on when the socket is turned on?

I'm looking for a way to have my PC automatically start up when I turn on the power to the socket. I want to clarify that I'm not referring to the power restoring feature that turns the PC back on after a power failure. Instead, I'm interested in whether it's possible to have the PC turn on just by cutting the power to the socket and then turning it back on, even if it was shut down correctly through Windows beforehand. Is there a setting for this?
