I'm in the process of upgrading my PC but keeping my GPU. I'm planning to buy a new M.2 SSD, and I want to know if I can just install my current SSD into the new build to keep all my files intact. However, I'm concerned about having two SSDs, both with Windows installed. Would that cause any problems?

If you have two SSDs with Windows on each, the computer can boot from either one, depending on the boot menu or BIOS settings. Just keep in mind that these will be seen as separate systems, so you can't run games from the old SSD while using the new Windows installation.
I want to put Windows on the new SSD but still access files from the old one without reinstalling everything. I mainly need access to my files and games on the old SSD.
Are you planning to run your old Windows install or just access files? If it’s just for files, you should be fine. If you want to use the old Windows too, it usually works, but prepare for some issues and make sure you have backups and a Windows install disk ready, just in case you need to wipe either SSD.
