I've recently built a new gaming PC and I'm experiencing severe stuttering in several games, despite it being a high-end setup. Here's what I'm working with: a Ryzen 5 7500F CPU, an ASUS Prime OC RX 9070 GPU, 32GB of GOODRAM at 6000MHz, a 750W ENDERFY PSU, a Gigabyte B650 Eagle motherboard, and a 1TB Patriot SSD. The stuttering mostly happens in games like Atomic Heart and Hogwarts Legacy, and I've tried many troubleshooting steps such as reinstalling drivers, checking temperatures, resetting my BIOS, and ensuring all components are properly seated. I've even reinstalled Windows but the issues persist. I did some benchmarks and while most results are okay, one benchmark caused noticeable stuttering. Has anyone else faced similar issues, and what solutions would you recommend?

Is your display plugged into the motherboard instead of the GPU? That would definitely cause issues. Make sure it's connected to the GPU directly. If that’s all good, you might want to check if any background programs are causing conflicts.
This happens more than you think, especially after Windows updates. I've had similar issues with my RX 9070. Trying DDU to remove your graphics drivers completely and reinstalling them in safe mode could help a lot.
Have you thought about undervolting your GPU? Sometimes power supply or thermal issues can cause stuttering. If temps are fine, lowering the voltage might stabilize things a bit better.
