I'm considering dual-booting Windows and Linux on the same NVMe drive because I want to try out SteamOS, but I don't have the budget for another NVMe. Can anyone tell me if this is a safe setup?

Yes, it's completely safe to dual-boot Windows and Linux on the same drive! I've done it myself, and the main issue I've encountered is Windows messing with the GRUB bootloader during major updates. But this is fixable with a live USB if it happens. Just keep an eye on any updates from Windows.

How can I ensure I do this safely?

Absolutely safe as long as you follow a guide! Make sure to back up your important files on an external drive first—accidents can happen! Also, I recommend considering an OS like Bazzite instead of SteamOS. It's much more user-friendly for gaming and addresses many of SteamOS's issues. Here’s a good guide for dual-booting Windows with Bazzite [link] and good luck on your Linux adventure!

You should have backups no matter what, not just for dual-booting.
