I recently got a deal on 32GB of CL36 RAM for £199, but upgrading to CL30 or even CL28 would cost me about £350. I'm curious if the performance difference would be significant enough in gaming to justify the higher price tag. Also, would the RAM choice matter for my Linux build? Additionally, if I go with CL36-44-44-96, how easy would it be to overclock it down to CL32 or CL34?

CL36 should work just fine for your needs. Go for that one!
I opted for the CL36 memory too after weighing my options. Honestly, for the price, you might as well consider investing in more RAM rather than just focusing on the CAS latency. Like, at the price you mentioned, you could get some decent capacity instead of just the lower latency.
There's really not a massive difference between CL30 and CL36; you’ll have a blast with the PC regardless!
Most gamers won’t notice a huge difference between CL30 and CL36; at worst, it might be a 1-2% performance drop in games. I’d say stick with the CL36 kit and save some cash!
With the way RAM prices have fluctuated, CL36 is a solid option now. I saw the same RAM I bought a few days ago jump by £50, it's wild!
